The civil engineering project of the R&D building in Chengyi Pharmaceutical Health Industrial Park is about to be completed by the end of September 2018. The internal decoration design and construction project of the R&D building is now subject to public bidding, and the winning bidder is selected based on the best selection.
1.Project Overview
(1) Project name: Chengyi Pharmaceutical Health Industrial Park R&D Building Internal Decoration Design and Construction Project;
(2) Construction location: Chengyi Pharmaceutical Health Industry Park (No. 118 Huahua Road, Dongtou District, Wenzhou City);
(3) Decoration area: The R&D building is a five story frame structure, with a decoration area of approximately 17500 square meters (based on actual settlement, of which the laboratory is approximately 4500 square meters);
(4) Planned construction period: The design period is 45 calendar days (from August 1, 2018 to September 14, 2018); The construction period is 91 calendar days (from October 1, 2018 to December 30, 2018);
(5) Quality requirements: Meet the national issued quality inspection and evaluation standards for construction projects (detailed standards can be found in the agreement);
(6) Source of funds: Listed investment funds and self owned funds, which have been confirmed.
2. Bidding content
Design and construction of the internal decoration of the R&D building (see the floor plan for details).
Bidders may first visit the construction site to fully understand the situation, roads, storage space, loading and unloading restrictions, and any other circumstances that may affect the contract price. Any claims or application for extension of construction period caused by negligence or misunderstanding of the construction site situation will not be approved.
3. Qualification conditions
(1) Qualification category and level of bidding applicant: Level 2 or above for integrated design and construction of building decoration engineering, Level 2 or above for professional contracting enterprise of building decoration engineering, Level 3 or above for professional contracting of building mechanical and electrical installation engineering;
(2) Having independent corporate legal personality and good social reputation and performance: there have been no engineering quality or safety production accidents during the suspension or rectification period in the past three years, and there are no records of major violations of laws and regulations;
(3) Those who have experience in designing and constructing laboratories (clean areas), enterprise exhibition halls, and large conference rooms will be given priority consideration.
(4) Qualification level of the proposed project leader: Registered Construction Engineer Level 2 or above;
(5) Performance and reputation of the project leader: There have been no safety and quality accidents in the past two years;
(6) This project accepts consortium bidding (priority given to individual bidding);
(7) Other conditions:
The enterprise is not in a state of being ordered to suspend business, disqualified from bidding, or has its assets taken over, frozen, or bankrupt;
The enterprise has not been suspended from bidding by relevant departments due to fraud in winning the bid or serious breach of contract, as well as major engineering quality, safety production accidents and other illegal and irregular issues, and is within the suspension period;
The qualification category, level, and project leader of the enterprise meet the requirements of the bidding announcement;
The important content in the bidding documents is not false or falsified;
The enterprise has safety production conditions and has obtained a safety production license;
Meet other conditions stipulated by laws and regulations.
(8)Circumstances of not accepting bidders to participate in bidding:
Those who have been publicly restricted by the administrative supervision department due to illegal or irregular behavior in bidding activities, and the restriction period has not expired.
The Tenderee refuses the affiliated unit to participate in the bidding of this project. During the project implementation, if the Tenderee finds that it is an unqualified unit or individual affiliated with the construction, it can immediately terminate the contract without responsibility, confiscate the performance bond, and return it out of the site. The completed quantities will not be settled; The bidder shall double the compensation for any losses caused to the tenderer.
4. Bidding documents
At least include the following content:
(1)The main qualifications and relevant certificates, certificates, and other materials that the bidding applicant should possess (see Article 3 of this announcement for details);
(2)At least 5 conceptual design renderings of the interior decoration of the R&D building must be provided (including the laboratory, enterprise development history exhibition hall, large conference room, first floor hall, and office design renderings, as shown in Annex 2 for the floor plan). The design style should be modern Chinese style, simple or minimalist, simple, practical, and durable, and should comply with the construction standards of Dongtou Maritime Garden and Garden Enterprise, with the cultural characteristics of sincere pharmaceutical industry, We need to focus on building a benchmark demonstration enterprise for pharmaceutical garden enterprises in Zhejiang and even across the country.
(3)Attached are proof materials related to the design and construction of laboratories (clean areas), enterprise exhibition halls, and large conference rooms.
(4)Engineering quotation:
The quota shall be implemented by applying the "Zhejiang Province Construction Engineering Budget Quota (2010 Edition)", "Zhejiang Province Installation Engineering Budget Quota (2010 Edition)", "Zhejiang Province Construction Engineering Construction Cost Quota (2010 Edition)" and relevant supplementary quotas, as well as the latest policy documents of Wenzhou City.
We promise to provide free decoration and design, and provide a preliminary quotation for the construction project with a reduction rate of 5% to 10% of the total settlement price (including the unit price per square meter, which can be reported separately for experimental and office areas).
Payment method: 10% of the contract price shall be paid within 7 working days after the signing of the engineering contract and the commencement of construction. The construction unit shall report the progress work quantity on the 25th of each month, and upon approval by the owner, 80% of the reasonable reported work quantity shall be paid as the progress payment. 95% of the contract price shall be paid within 15 working days after the completion and acceptance of the project. A 5% quality deposit shall be retained for the settlement of the project completion price, and shall be paid in full after the expiration of the warranty period.
Attached is a preliminary list of decoration building materials and daily office equipment (including main and auxiliary materials), along with brand and unit price (Attachment 3).
(5)Promise the construction period, calendar days, etc., as well as the preliminary construction plan.
5.Registration Notice
(1)For those interested in bidding, please register and provide the bidding documents at Zhejiang Chengyi Pharmaceutical Co., Ltd. (No. 118 Chemical Road, Dongtou District, Wenzhou City) from July 5, 2018 to July 20, 2018 (excluding Sundays), from 8:00 am to 11:30 am and from 14:00 pm to 17:00 pm (Beijing time, the same below). (Please contact the contact person in advance for the meeting time before registration, and provide relevant information according to the requirements of the bidding documents in point 4 above.).
(2)When registering, bidders must bring their legal representative certificate or power of attorney, authorized person's ID card, valid business license (copy), tax registration certificate (copy), qualification certificate (copy), organization code certificate, safety production permit, account opening permit, corresponding professional construction engineer registration certificate, and safety production assessment certificate Evidence of compliance with the registration requirements, such as a commitment of no misconduct in the past three years (the above documents require the original and a copy, which must be stamped with the company's official seal). (3)Deadline and Opening Time for Bidding: The deadline for bidding for this project is 17:00 pm on Friday, July 20, 2018, and the opening time is 14:30 pm on Saturday, July 21, 2018. Late or non compliant bidding documents will not be accepted.
6.Calibration method
This project adopts the "design, reasonable price, performance, quality, construction period, and other comprehensive methods to determine the winning bidder", and all the following procedures are carried out in Zhejiang Chengyi Pharmaceutical Co., Ltd. The tenderer shall establish a company evaluation committee for bid evaluation. The bid evaluation committee shall evaluate the bidding documents in accordance with the provisions of the bidding documents. Only bidding documents that meet the qualification conditions specified in the bidding documents and fully respond to all commercial terms specified in the bidding documents can be included in the list of bidders. Select the winning bidder based on merit and announce the evaluation results on a specific day.
7.Deposit payment
(1)The bid security deposit for this project is RMB 300000 (except for the winning bidder, the rest will be refunded without interest after the winning bidder is confirmed at the bid opening). The bid must be successfully paid through online banking or cash transfer through our company's basic account before July 18th, otherwise the bid will be invalid. Bidders should fully consider the time error risk of bank remittance when paying the bid security. After the bidder pays the bid security, they can contact our company for confirmation.

(2)Performance guarantee:
Within 7 days after the announcement of the winning bidder and before signing the contract, the winning bidder must submit a performance bond or performance guarantee of 10% of the winning contract amount to the account designated by the Tenderee in the form of transfer (the original bid bond will be converted into the performance bond, and the insufficient part will be supplemented).
If the winning bidder fails to submit the performance bond or performance guarantee as required, it shall be deemed as giving up the winning bid, and its bid bond shall not be returned. If the losses caused to the tenderee exceed the amount of the bid bond, the winning bidder shall also compensate for the excess.
8.Other
If a bidder engages in illegal and irregular activities such as colluding in bidding, falsifying, or revoking their bid, or if a qualified bidder abandons their bid or qualification for winning the bid, they shall not participate in the bidding process for the project and shall be dealt with in accordance with the law.
If bidders surround or collude with each other to win the bid, the winning bid shall be invalid, and if losses are caused to the tenderer, they shall be liable for compensation in accordance with the law.
