At the end of the year and the beginning of the year, the science and technology department of Wenzhou City selected the top ten science and technology events, which is not only a summary and review of the past year, but also a hope that in the new year, the city's science and technology work will achieve greater breakthroughs and more results.
1. Wenzhou National High tech Zone officially listed
On August 19th, the State Council approved the upgrading of Wenzhou High tech Industrial Park to a national level high-tech industrial development zone, becoming the only national level high-tech zone approved in our province this year. On October 11, Wan Gang, Minister of the Ministry of Science and Technology, and Zhao Hongzhu, then Secretary of the Provincial Party Committee, attended the mobilization meeting for the construction of Wenzhou National High tech Zone. A number of scientific and technological innovation service platforms have settled in the High tech Zone, and the international laser and optoelectronic technology Business incubator has been rebuilt and put into use.
2. Wenzhou National University Science and Technology Park Successfully Established
On May 15th, the incubator of Wenzhou University Science and Technology Park officially opened, becoming the only national university science and technology park in our province that has passed the evaluation this year. On November 23rd, the Ministry of Science and Technology and the Ministry of Education organized an expert group to inspect and hold a review meeting in Wenzhou, and unanimously agreed that Wenzhou University Science and Technology Park passed the national university science and technology park review. According to the "1+N+X" innovation mode, the University Science Park has built the incubator sub park and the Wenzhou University sub park, with a total area of 26000 square meters and 60 incubated enterprises, involving laser and optoelectronics, electronic information, biomedicine, cultural creativity and other fields.
3. Wuhan Pentium Chutian Laser Equipment Company Settles in Wenzhou
The construction of laser and optoelectronic industry clusters in China (Wenzhou) has been fully launched. On February 24th, the municipal government issued the "1+X" policy of "Implementation Opinions on Accelerating the Construction and Development of Laser and Optoelectronic Industry Clusters in China (Wenzhou)". On March 30th, Vice Minister of Science and Technology Cao Jianlin and his delegation visited Wenzhou for inspection work and participated in the third joint meeting of China's (Wenzhou) laser and optoelectronic industry cluster construction. On May 24, Vice Governor Mao Guanglie made an important instruction in the Report on the Construction of China (Wenzhou) Laser and Optoelectronics Industrial Clusters submitted by the municipal government: he agreed to support Wenzhou to be included in the provincial strategic emerging industrial base as a laser and optoelectronics industrial cluster for cultivation. On September 18th and November 9-11, the China Laser Application Innovation Conference was held at the Wenzhou Science and Technology Museum. 20 investment projects were signed at the conference.
4. Our city has become one of the first 23 national intellectual property demonstration cities in China
On February 29th, the China (Wenzhou) Intellectual Property Rights Protection Assistance Center was unveiled and officially settled in the Municipal Intellectual Property Service Park. At the same time, the 12330 Intellectual Property Reporting Complaints and Rights Protection Assistance Service Hotline was opened. The establishment of the China (Wenzhou) Intellectual Property Rights Protection Assistance Center marks the legalization and standardization of Wenzhou's intellectual property rights protection assistance and reporting and complaint work, and a new level of intellectual property protection and service work. On April 27, the China National Intellectual Property Administration released the list of the first batch of national intellectual property demonstration cities, and 23 cities including Wenzhou became the first batch of national intellectual property demonstration cities. On June 8th, the Sino US Intellectual Property Protection Seminar was held in Wenzhou, Zhejiang. This seminar is the largest intellectual property foreign affairs work seminar in Zhejiang Province in recent years. More than 300 representatives from the legal, technological, and economic sectors from both China and the United States attended the seminar. On December 16th, our city issued the "Wenzhou National Intellectual Property Demonstration City Work Plan" for a three-year period, which aims to develop independent intellectual property rights in key industries, accelerate the transformation of intellectual property rights, and enhance intellectual property service and management capabilities.
5. The nationwide pilot work of integrating technology and finance in Wenzhou has been fully launched
On March 28th, the Executive Meeting of the State Council decided to establish the Wenzhou Comprehensive Financial Reform Pilot Zone, ushering in a historic new opportunity for development in Wenzhou. On June 21, the first science and technology insurance policy of our city was launched in Longwan District, which effectively dispersed the innovation and entrepreneurship risks of high-tech enterprises and relieved the worries about development. On August 8th, Wenzhou Financial Reform Square opened, and Wenzhou Intellectual Property Management Co., Ltd. also settled in. On October 11th, the Ministry of Science and Technology held a symposium in Wenzhou to promote the integration of science and technology and finance. Minister Wan Gang requested "overall planning, service, reform, and opening up" to promote the integration of science and technology and finance. On November 7, the pilot work of national intellectual property pledge financing in Wenzhou passed the acceptance of the China National Intellectual Property Administration.
6. Successfully Created Provincial Marine Agriculture High tech Park
Deeply implement the "Two Seas, Two Reforms" strategy and promote the construction of marine agricultural science and technology parks. The infrastructure construction of the Marine Science and Technology Entrepreneurship Park has been basically completed, and the "Wenzhou Marine Agriculture Science and Technology Park Construction Plan" has been approved by experts, becoming the first provincial-level marine agriculture high-tech park in our city.
7. Accelerated construction of science and technology Business incubator
Our city has issued the Opinions of Wenzhou Municipal People's Government on Accelerating the Construction and Development of Science and Technology Business incubator, the Administrative Measures for the Recognition of Wenzhou Science and Technology Business incubator and other relevant policies to promote the construction of science and technology Business incubator. The construction of science and technology Business incubator has been fully launched. In the whole year, 8 new science and technology Business incubator were added, and 10 were built, covering an area of 184000 square meters. Among them, Yueqing Science and Technology Incubators were upgraded to national science and technology Business incubator, Wenzhou International Laser and Optoelectronics Technology Business incubator, Lucheng Science and Technology Business incubator, Lanjiang Software Park and other three science and technology Business incubator were recognized as provincial science and technology incubators, Construction of Cangnan County Science and Technology Incubator started.
8. Our city is the first in the province to implement the plan of enriching the people and strengthening the town through science and technology
Yongjia County has become a national pilot county for science and technology to enrich the people and strengthen the county, Wencheng and Dongtou have become provincial pilot counties, and have received 29.1 million yuan of financial support at all levels. 10 special action plans have been added to enrich the people and strengthen towns through science and technology, with a total of 14 pilot towns. The results of increasing agricultural production and farmers' income have been evident. The work of science and technology special commissioners in Wenzhou City, Pingyang County and Taishun County was commended by the provincial party committee and government.
9. The National Symposium on Science and Technology Information Work was held in our city
From September 18th to 20th, the 2012 National Symposium on Science and Technology Intelligence Work was held in Wenzhou City. The conference will discuss key issues in the development of the scientific and technological intelligence industry, exchange experiences in business development and management innovation among various units, and further promote the innovative development of scientific and technological intelligence institutions. He Defang, Vice Chairman of the China Society for Science and Technology Information and Director of the China Institute of Science and Technology Information, delivered a keynote speech at the conference, proposing significant reflections on deepening scientific and technological intelligence work.
10. Wenzhou's First National Science and Technology Major Special Project Settled in Dongtou
In June, the "Duloxetine Chemical Drug Large Variety Innovation Research" project declared by Zhejiang Chengyi Pharmaceutical Co., Ltd. in Dongtou County, Wenzhou City, was successfully included in the national major science and technology sub project of "major new drug innovation", and was funded by the central financial science and technology fund, which is the first national major science and technology special project obtained by Wenzhou City.
